NIA Region XI Conducts IDP Year-End Assessment for CY 2025

TAGUM CITY, Davao del Norte — The Institutional Development Section (IDS) of the National Irrigation Administration (NIA) Regional Office XI, in coordination with the Institutional Development Units (IDU) of the four Irrigation Management Offices (IMOs) in the region, successfully conducted the “Institutional Development Program (IDP) Year-End Assessment and Team Building of NIA Region XI for Calendar Year 2025” on January 22–23, 2026.

Representing the regional management and in support of the IDP initiatives, Administrative and Finance Division Manager Mr. Joel Soriano joined the participants. Also in attendance was IDS Regional Head Ms. Lani Sumabat, together with the Division Managers from the four IMOs of Region XI. These included Engr. Dexter Tinapay of Davao del Sur IMO, Engr. Gil Valdez of Davao Oriental IMO, Engr. Rona Presto of Davao de Oro IMO, and Engr. Nelson Sahot of the host office, Davao del Norte IMO. As integral part of IDP implementation, key personnel of the Operation and Maintenance Section and Units were also present.

The year-end assessment focused on the status and updates of the implementation of various institutional development initiatives for CY 2025. Key topics discussed focused on the physical accomplishments of:

-Irrigation Management Transfer Support Services (IMTSS)

-Operation and Financial Services (OFS)

-Line Projects

Convergence initiatives were also included, namely:

-Enhanced Partnership Against Hunger and Poverty (EPAHP)

-Irrigators Association (IA) Livelihood Programs

-Project Lawa at Binhi

-Gulayan sa Patubigan Program

-Establishment of Irrigation System Cooperative (ISC)

-Free Irrigation Service Act (FISA) implementation

-Operation and Maintenance Subsidies to IA

Presenters show updates on the implementation of various institutional development and convergence initiatives for CY 2025.

In addition, the participants presented and reviewed the CY 2026 IDP Program of Work (POW) for each IMO. Open discussions were also held to address various issues, concerns, and other matters relevant to the effective implementation of institutional development programs in the region.
